It is a poorly written bill...Block Louisiana SB392. It is a poorly written bill that requires adoptees to go through the registry which requires psychological counseling, has disclosure vetos available to both parents and siblings to prohibit release of a birth certificate, an adoptee has to have permission from his parent to get anything and that parent would have been in the registry and have no veto on file for an adoptee to get his OBC.
